Why is a 6 x 9 hardcover cover bigger than the book?

The cover wraps around boards that are slightly larger than the pages (6.197 × 9.236 in for 6 x 9), plus 0.591 in of wrap that folds inside on every edge. Keep text 0.125 in inside the board edges and out of the 0.394 in hinge beside the spine.

Can I put text on the spine?
